Datal Allavium is a Dermorian male who oversees the Hvdlaa Winch and all inter-level affairs. Matters of inter-level security, Winch travel, imports and exports to and from the Dome, legal matters between the Dome and other levels, and several other responsibilities fall to him. He immerses himself in legal documents but will speak to a citizen if he deems the matter is important enough. He is one of the least-travelled of the vigesimi, preferring to remain in his building rather than visit the other levels.
